In late 1950s, the U.S. Navy started the Polaris program which was to arm the submarines with ballistic missiles. The USSR quickly issued requirement to industries for the Anti-Submarine-Warfare system. The Ilyushin OKB proposed a fixed-wing aircraft which was based on the Il-18 airliner. It took the same approach as the US and UK military, Lockheed derived the P-3 Orion from the L-188 Electra while the BAe Nimrod was evolution of the de Havilland Comet 4B. As the Il-18 airliner's proven airframe and powerplant ensured adequate reliability, the Soviet Navy selected it as the long-range component of four ASW developments, designated Il-38. Other three components were the shipboard Ka-25 Hormone-A, a shore-based Mil Mi-14 Haze-A, and a short-range Be-12 Chaika. The first flight of IL-38 took place in 1961. The first production took off in 1967. The west became aware of the Il-38's existence in 1970 and it received NATO codename May.
